Allegheny County Legal Aid Organizations

Legal aid organizations provide free (pro-bono) or low-cost legal help to people who cannot afford an attorney.

These organizations assist with a wide range of civil legal issues, such as housing, family law, benefits, and consumer problems. Legal aid can help you understand your rights, complete forms, and sometimes represent you in court.

Pennsylvania Legal Aid Network (PLAN)

Pennsylvania Legal Aid Network (PLAN) is a statewide group of legal aid organizations that serves more than 10,000 low-income clients each year. Each county in Pennsylvania is covered by a dedicated legal aid program along with six specialized programs that address specific needs. 

To support this work, PLAN created the website palawhelp.org, which provides free, easy-to-understand legal information for people in Pennsylvania who are representing themselves in civil legal matters. The site offers self-help materials, forms, and referrals to legal aid organizations across the state.

You can apply for legal aid by either reaching out directly to your dedicated legal aid program or by filling out an application on the Pennsylvania Legal Aid Network website. 

Pennsylvania Legal Aid Network Programs 

Southwest Consortium

  • Neighborhood Legal Services Association - serves Allegheny, Beaver, Butler, and Lawrence counties.
  • Summit Legal Aid - serves Armstrong, Cambria, Clarion, Fayette, Greene, Indiana, Jefferson, Somerset, Washington and Westmoreland counties.
    • In 2023, Southwestern Pennsylvania Legal Aid (SPLA) and Laurel Legal Services merged to become Summit Legal Aid.

Northwestern Legal Services

  • Serves Cameron, Crawford, Elk, Erie, Forest, Mercer, McKean, Potter, Venango, and Warren counties.

North Penn Legal Services

  • Serves Bradford, Carbon, Clinton, Columbia, Lackawanna, Lehigh, Luzerne, Lycoming, Monroe, Montour, Northampton, Northumberland, Pike, Snyder, Sullivan, Susquehanna, Tioga, Union, Wayne, and Wyoming counties.

Legal Aid of Southeastern Pennsylvania

  • Serves Bucks, Montgomery, Chester, and Delaware counties.

MidPenn Legal Services

  • Serves Adams, Bedford, Berks, Blair, Centre, Clearfield, Cumberland, Dauphin, Franklin, Fulton, Huntingdon, Juniata, Lancaster, Lebanon, Mifflin, Perry, Schuylkill and York counties.

Community Justice Project (CJP)

  • Provides free legal representation for the following issues: Employment, Lead Contamination, Housing, Language Access, Discrimination, Property Tax Assessment, Consumer Rights, Civil Rights and Immigration.

Justice At Work (formerly Friends of Farmworkers)

  • Provides representation for low-wage workers in Pennsylvania on a variety of issues, including Wage Theft, Labor Trafficking, and Workplace Discrimination.

Pennsylvania Health Law Project (PHLP)

  • Provides representation who need help getting or keeping Medicaid.

Pennsylvania Institutional Law Project (PILP)

  • Provides free civil legal assistance to low-income people who are incarcerated or institutionalized in Pennsylvania whose civil constitutional rights have been violated.

Regional Housing Legal Services (RHLS) 

  • Works to expand housing and economic opportunities for under-served communities and lower-income households across Pennsylvania
